UAE permits alcohol and cigarettes in Dubai for non-Muslims, but with certain limitations. You may drink in designated bars and nightclubs, which are usually found in hotels, and in the privacy of your dwelling. You must obtain a liquor license (page 115) and may be asked to demonstrate that by the authorities. Most importantly, please show respect to UAE culture. Alcohol is prohibited in Islam, but they allow it for UAE visitors to help them feel welcome. Do not abuse UAE’s good faith (there’s a law against public drunkenness). Drink in moderation and organize for safe transport home. Drunk driving is also prohibited and might lead to jail time.
You can bring two liters of spirits and two liters of wine to the UAE, as well as 10 cartons of cigarettes and 100 cigars.
